The Romanian Ministry of Energy has initiated a second contracts for difference (CfD) round to procure 2000MW of onshore wind energy and 1472MW of solar power.
In order to participate in the tender procedure, bidders are required to submit a technical offer, demonstrating compliance with the eligibility criteria, both by the applicant and by the proposed project, and which must indicate the proposed installed capacity in MW, as well as the target date for commissioning.
They must also submit a financial offer, specifying the strike price offered in euro/MWh of electricity.
The exercise prices applicable to the auctions cannot exceed the values of €80/MWh for electricity produced in onshore wind installations, and €73/MWh for electricity produced in solar photovoltaic installations.
The total estimated budget of the scheme is the equivalent in lei of €3bn and the financing is provided from the Modernization Fund.
The administrative costs of the scheme will be borne by the CfD contribution applied to the final consumer of electricity (CfD contribution).
The evaluation of the financing applications will be carried out by C.N.T.E.E Transelectrica S.A., as operator of the CfD scheme, and their submission is carried out at the headquarters of the CfD scheme operator, in accordance with the provisions of the Rules of the bidding procedure related to the second auction.
The deadline for submitting financing applications is July 11, 2025, 12pm, according to the Auction Initiation Calendar.
